Projects That
Demonstrate the Depth
The following projects were delivered personally by Matthew Jeffs over 25 years. They demonstrate the depth of project management, technical environmental delivery and programme governance that Emjay Technologies brings to every engagement.
Infrastructure & Government
14-Year Contaminated Asset Management Program — National Energy Infrastructure
Managed a complex portfolio of legacy contaminated sites across all Australian mainland states and territories spanning former manufactured gas works, decommissioned service stations, petroleum infrastructure and power generation assets. The programme encompassed the full project lifecycle: desktop investigation, field investigation, risk assessment, regulatory negotiation, remediation design, contractor procurement, remediation supervision, validation and regulatory closure. Sites ranged from low-complexity petroleum assessments through to high-risk legacy gasworks with complex contamination plumes, multiple regulatory jurisdictions and sensitive receptor environments. The sustained duration reflects both the technical complexity and the client's confidence in the delivery approach.
Key Role: Program Manager / Project Director — end-to-end portfolio management across all states and territories.
Environmental Project Management — Queensland Government Transport Infrastructure
Client-side environmental project management across Queensland's major transport infrastructure delivery program. Responsibilities span the full pre-construction and construction environmental delivery cycle — desktop constraints analysis and environmental approvals through to construction-phase environmental management, ESC design oversight, contaminated land assessment and compliance monitoring. Projects range from urban corridor upgrades to regional highway programs, involving complex multidisciplinary environmental teams, multiple regulatory touchpoints and extended construction timeframes.
Key Role: Senior Environmental Advisor / Project Manager — managing specialist subconsultants, ESC compliance, and regulatory liaison.
Contaminated Land Programme — Regional Government Depot Network
Multi-phase contaminated land programme across regional government infrastructure sites from initial desktop review through to formal regulatory acceptance. Programme encompassed desktop investigation, specialist field investigation, soil and groundwater sampling, contamination characterisation, remediation design and contractor management, independent environmental auditor engagement, and ongoing DES liaison through the audit and regulatory acceptance process. Required management of specialist subcontractors in an operational depot environment to mandatory government reporting timelines.
Key Role: Environmental Programme Manager — zero regulatory acceptance failures across all sites.
Transaction & Due Diligence
Pre-Sale Environmental Due Diligence — Australian & New Zealand Industrial Portfolio
Coordinated confidential pre-sale environmental due diligence across Australian and New Zealand operations for a major industrial group. The portfolio included paper manufacturing, commercial printing, corrugated packaging and can production facilities. Each site presented distinct contamination history, different regulatory frameworks and varying tenure arrangements. Required scoping individual site assessments, engaging and managing specialist field investigation teams at each location, and integrating findings from multiple sites into a single programme output aligned to the transaction's vendor disclosure requirements and due diligence conditions.
Key Role: Lead Environmental Due Diligence Coordinator — programme scoping, specialist engagement, QA, and direct transaction advisory.
Multi-Site Environmental Due Diligence — Industrial Portfolio Transaction
Managed the environmental due diligence programme for a complex multi-site industrial portfolio transaction across sites spanning metalliferous mining, paper manufacturing, marine facilities and industrial kitchen operations. Required rapid mobilisation to meet transaction timeframes, clear scoping of Phase I and II assessments across sites with materially different risk profiles, and delivery of consolidated risk findings that were decision-ready for the transaction team. Competing timelines, multiple jurisdictions and a diverse range of environmental risk types required a structured but agile approach.
Key Role: Environmental Project Manager / Client-Side Advisor — programme delivered within transaction timeframes without compromising technical rigour.
Environmental Due Diligence — Distressed Industrial Asset Portfolio
Delivered rapid environmental risk assessments across distressed industrial assets under insolvency administration — including automotive dismantling operations, light manufacturing facilities and sites with legacy chemical storage. Engagements required rapid scoping of environmental liability exposure, desktop contamination risk assessment, site inspection and clear written advice to administrators on the nature and scale of risk affecting asset value and any ongoing EPA obligations attaching to an incoming controller or purchaser. In several cases, initial desktop assessment led to targeted field investigation before asset disposal.
Key Role: Lead Environmental Assessor — direct verbal briefings to administrators on regulatory exposure and recommended actions.
Operational & Industrial
Five-Year ISO 14001 EMS Programme — Power Generation Portfolio
Managed internal ISO 14001 Environmental Management System auditing across three operating power stations and a corporate head office over five consecutive years. Programme required developing and maintaining an annual audit schedule across all sites, coordinating field audit activities with site operations teams in a safety-critical environment, and aligning findings to a corporate EMS standard. Each site presented distinct operational risks, regulatory obligations and management culture. Continuous certification compliance maintained throughout — zero certification failures.
Key Role: Environmental Auditor (Internal) — audit design, scheduling, delivery, corrective action tracking.
Environmental Risk Review & Compliance Management — Diverse Queensland Portfolio
Delivered environmental risk assessment and ongoing compliance management across a diverse Queensland industrial client portfolio — four mine sites, paper product manufacturers, industrial kitchen operators and marina operators. More than 35 sites assessed. Each engagement required rapid scoping of regulatory obligations under the Environmental Protection Act, identification of operational risk exposures and practical compliance management. Four sites were subject to regulatory enforcement action, with scopes expanded to support clients through complex insurance, stakeholder and regulator negotiations.
Key Role: Environmental Advisor / Compliance Manager — resolved compliance deficiencies before regulatory escalation across all clients.
Drone & Aerial Operations
Flight Operations — Diverse Queensland Industrial Portfolio
Delivered more than 5,000 commercial flights for project operational purposes across a diverse Queensland industrial portfolio. Operations included broad-acre assessment of land for major infrastructure development (2,000 ha+), ultra-high resolution asset inspection at high and standard operating altitudes, thermal, RGB, multispectral, gas detection and specialty sensor payloads, water sampling, and progress monitoring of large construction sites via Remote Operations Centre. VLOS, EVLOS (I & II), BVLOS and ROC operations using multirotor and powerlift platforms up to 25 kg.
Key Role: Chief Remote Pilot and Maintenance Controller.
